Establishment of the "Nishi-Shinjuku Advanced Service Implementation/Industry-Government-Academia Consortium

In Nishi-Shinjuku, a Smart Tokyo Advanced Implementation Area, we are promoting initiatives for urban implementation of cross-sectoral services, such as urban development and work styles, utilizing 5G and advanced technologies.
In order to further accelerate the urban implementation of services, we have decided to establish the "Nishi-Shinjuku Advanced Service Implementation Industry-Government-Academia Consortium (hereinafter referred to as the "Consortium")" as follows, as the members of the Consortium for which we started accepting applications in June this year have been decided. The Consortium will be established as follows.
As part of the Consortium's efforts, the "5G and Other Advanced Technology Service Project (hereinafter referred to as the "Service Project")," which will be the core of service implementation in Nishi-Shinjuku, has also been decided. The Consortium has also decided on the "5G and Other Advanced Technology Service Project (the "Service Project")," which will be the core of service implementation in West Shinjuku.
In addition, the Consortium will work to develop human resources who will be responsible for the future of the digital society, using Nishi-Shinjuku as a field.
In this way, the consortium will play a central role in implementing a wide range of initiatives to realize a smart city in Nishi-Shinjuku.

1. establishment and purpose of the consortium

In Nishi-Shinjuku, local area management organizations* and the Tokyo Metropolitan Government will serve as the secretariat to establish a consortium of industry-government-academia collaboration, inviting a wide range of local businesses, service providers, and university startups. Through the consortium, diverse entities from industry, government, and academia will work together to implement new services.

The diagram shows the organizations and roles of the Nishi-Shinjuku Advanced Service Implementation/Industry-Government-Academia Consortium. The consortium consists of 35 service providers that provide services, 14 university start-ups that provide advanced technology, 12 local companies that provide field/communication infrastructure and uncover local needs, and the Tokyo Metropolitan Government and local area management organizations that provide various types of support and coordination. A total of 61 organizations will accumulate technologies, establish operating rules, and establish business models to solve problems.

Consortium Activities

(1) Subcommittee Activities

The consortium will establish five subcommittees for each service field, such as automated delivery and XR, which will be implemented in Nishi-Shinjuku. In the subcommittees, diverse entities from industry, government, and academia will work as a team to solve common problems (technical, institutional, business, etc.) in implementing services in order to implement services in Nishi-Shinjuku that utilize cutting-edge technology. Additional subcommittees will be established as needed.
Of the services to be implemented in Nishi-Shinjuku, service projects have been selected that will be the core of each subcommittee and that will produce results toward implementation during this fiscal year.
Through these efforts, we aim to implement the services by FY2024.

Service Projects
(1) 4 5G Service City Implementation Projects
Target: Private companies
Description: With a view to full-scale implementation by FY2024, service will be implemented for a certain period of time in a part of the area during this fiscal year, and efforts will be made so that Tokyo residents can experience the service.

Making Nishi-Shinjuku a bustling city with the power of IT
Provision of a smart city platform interface (transfer guide application, Nishi-Shinjuku mode) in Nishi-Shinjuku

Description: To achieve realization of research results (development and verification of use cases) by the end of this fiscal year, with a view to future urban implementation.

Creating new experiences in business, daily life, and entertainment, and providing a virtual sound space that connects people to each other and to the city.

Haptic Zoo, Shinjuku Sensory Zoo
Implementation of a touchable AR zoo that utilizes real haptics (sensory control technology)

Nishi-Shinjuku Cyber-Physical Museum of Art, which provides a walking experience.
Museum viewing experience in cyberspace using a Torus treadmill.

(2) Fostering human resources who will be responsible for the future of the digital society

In the digital society, it is important to utilize the power of digital technology to solve issues in the city, and the Consortium is working to develop "human resources for the digital society" who have the mindset to solve such issues. 125 university students and others participated in the Digital City Planning Lecture. In the future, more practical activities will be conducted in Nishi-Shinjuku, such as idea contests and internships at companies participating in the consortium, with the aim of solving city issues using digital technology.

         Since then, service projects have been launched in sequence.
November 2022 onward: Students begin internships at consortium member companies.
March 2023: Consortium activity results briefing for fiscal year 2022.
